数世纪前,伦敦就曾遭受过燃煤引起的烟尘污染。对此伦敦于1306年颁布了禁燃海煤以减少空气污染的法案。但工业发展使空气污染源有增无减。60年前“伦敦烟雾事件”曾致万人死亡。经过半个多世纪的铁腕治污,伦敦才得以甩掉“雾都”的帽子。然而时至今日,英国人依旧在发问:我们的空气为什么这么脏?日益严峻的空气污染不但侵蚀着人们居住的城市,且成为健康生活的一大杀手。最新研究表明,由空气污染所致健康风险的严重性远甚于人们以往的认知。2011年,世卫组织估计,世界范围内有130万人因室外空气污染而过早死亡。今年3月经合组织警告说,“到2050年,城市空气污染将成为导致死亡的首要环境因素,排在污水和恶劣的环境卫生状况之前。”面对空气污染的严峻现实,人们需要扪心自问的是:既有前车之鉴,为何还要重蹈覆辙?如果说数世纪前的空气污染是人类迫于生存压力在自然面前挣扎的结果,当今的污染是否是人类难以遏制的膨胀物欲所致?“身后多余忘缩手,眼前无路想回头。”空气污染已为人类敲响了警钟,本为自然之子的人类切莫自掘坟墓。
A few centuries ago, London had suffered from smoke pollution caused by burning coal. In this regard, London banned the burning of sea coal in 1306 to reduce air pollution bill. In 2011, WHO estimated that 1.3 million people worldwide died of premature death from outdoor air pollution. In March this year, the OECD warned that ”urban air pollution will become the leading environmental cause of death by 2050, ahead of sewage and poor sanitation.“ In the face of the grim reality of air pollution, people need to ask themselves Is this: both a warning and why repeat the same mistakes? If a few centuries before the air pollution is forced by human survival pressure in front of the result of the struggle of nature, is the pollution today is difficult to contain by human inflation caused by the desire to expand?
