The U.S. government launched a 120-page preliminary proposal on service trade on March 31 to reduce discrimination in registration of foreign banks, fully liberalize the overnight express delivery market for foreign enterprises and allow foreign businessmen to own a U.S. cable network. The U.S. government also said in the proposal that the U.S. government pledged to continue implementing the current liberalization policy in other areas that have already been opened up to foreign companies.
