对外援助是战后国际关系的重要内容,也是美国外交战略的重要组成部分。美国的对外援助政策是国内外学术界较为关注的“热点”问题之一。国内研究美国对外援助的成果不少,但多集中于欧洲、东亚和拉美地区,对冷战期间美国对南亚地区(特别是对印度)援助的研究还相对比较薄弱。国外学者多从发展经济学或国际政治学的视角对美国的援印政策进行解读。总体来说,目前国内外的相关研究多侧重于美国对印度的援助政策或开发援助,对军事援助方面的研究稍显不足。
Foreign aid is an important part of post-war international relations as well as an important part of the U.S. diplomatic strategy. The foreign assistance policy of the United States is one of the hot spots that the academic circles at home and abroad are more concerned about. Domestic research on U.S. foreign aid has produced quite a lot of results. However, most of its achievements are concentrated in Europe, East Asia and Latin America. Research on the U.S. aid to South Asia (especially to India) during the Cold War was relatively weak. Foreign scholars mostly interpret the U.S. policy of Aid Printing from the perspective of development economics or international politics. Generally speaking, the current studies both at home and abroad focus on the aid policies or development assistance provided by the United States to India and are slightly less than the research on military assistance.
