虽然我国自1995年实行了五天工作制,1999年开始,国务院又通过上移下情的方法,调整了节假日时间,形成了“五一”、“十一”、“春节”三个长假。但由于目前我军对部队实行的是封闭式管理,即在节假日期间,绝大多数官兵是以在营区中活动为主。而军人又是一个以青年人为主的群体,该年龄段的特点决定了这是一个思想活跃、活泼爱动、不甘寂寞的群体,这些特点显然与军营的管理方式不相协调。因此,部队主官们常常感到最头疼的不是训练任务完不成而是如何安排好假日生活,使之既丰富多采又没有副作用。
Although China has implemented a five-day work system since 1995, starting from 1999, the State Council adjusted the holiday time by moving upwards and formed three long holidays of May Day, Eleventh and Spring Festival. However, due to the fact that our military exercises close control of the troops at present, most officers and soldiers are mainly engaged in camp activities during the holidays. However, the military is a group of mainly young people. The characteristics of this age group determine that this group is an active, lively and moving group that are unwilling to be lonely. These characteristics are clearly incompatible with the management style of military camps. Therefore, the chief officials often feel that the most troubling thing is not how to finish the training mission but how to arrange a holiday life so that it has a rich and prosperous life without side effects.
