80年代世界经济状况的急剧变化,明显改变了关于有效解决当代最尖锐的全球问题之一的国际争论基调。这就是第三世界社会经济落后问题和发展中国家与资本主义工业发达国家之间日益加深的鸿沟问题。当前的十年不单单带来了新的失望:出现了会失去任何希望和对未来的任何乐观主义的危险征兆。不仅在西方专家当中,而且在许多苏联国际经济学家当中,开始形成一种看法,认为对发展中国家来说,“过去的高增长速度已成为历史”.
The drastic changes in the world economic situation in the 1980s have obviously changed the tone of the international debate on one of the most acute global issues of our time. This is the deepening gap between the social backwardness in the third world and the developed countries in the capitalist industry. The current decade has not only brought new disappointments: the emergence of dangerous signs of losing any hope and any optimism about the future. Not only among Western experts, but also among many Soviet international economists, a view has started to emerge that for developing countries “the rate of high growth in the past has become history.”
