2000年12月25日,信息产业部、国家计委、财政部联合发布了《关于电信资费结构性调整的通知》,决定对我国现行部分电信资费进行结构性调整,并从2001年1月1日起实施。这是新中国成立以来涉及面最广、调整幅度最大的一次电信资费调整方案,涵盖了除移动电话外的全部基本电信业务。从调整幅度上看,除本地电话外,其余各项业务资费均大幅度下调,部分业务,如国际电话、出租电路、拨号上网通信费等降低幅度都超过了50％。
