高新技术企业创新效率的测度评价研究——全国、中部地区和河南对比分析

近年来,全国和各地区高新技术企业规模不断壮大,研发投入持续增加,而如何评价高新技术企业创新效率是一个值得研究的重要课题.构建高新技术企业创新效率的评价体系,利用Wind数据库相关数据,分别采用DEA-BC2模型、Malmquist模型对全国、中部地区和河南高新技术企业静态和动态创新效率进行测算和评价.研究结果发现,在2007-2017年间,河南省高新技术企业静态创新效率平均值小于1和全国平均值,主要原因是由于规模收益递减导致规模效率低下.河南省动态创新效率高于全国和中部地区,主要是由技术进步带来的高效率.
