The flow of knowledge among high-tech enterprises and public science departments is a hot issue in the study of science and technology innovation policy. Enterprises in academic journals published their papers is an important means of participation in public science. However, there are literatures that focus more on the modes and drivers of the publication of large-scale enterprise papers in the field of biomedicine. Focusing on emerging nanotechnology, this paper examines the three hypotheses currently published in corporate essays by analyzing the publication and innovation strategies of 85 small and medium-sized companies that own nanotechnology patents and theses: access to reputation, absorptive capacity, and strategic overflow. Modeling regression analysis shows that the closer the SMEs’ knowledge base and public sciences are, the more likely they are to publish scientific papers. Whether or not collaborators from universities did not have a significant impact. The study pointed out that high-tech SMEs often selectively manage and publicize their research results, and accordingly put forward relevant science and technology policy recommendations.
