我国加入WTO以后 ,电信市场竞争的局面将更加激烈和复杂 ,传统电信企业内部的组织机构如何提高运行效率和决策效率 ,加快对市场的反应速度 ,如何灵活经营 ,是我们必须认真回答的问题。电信公司由政企合一的管理体制改组为国有公司 ,虽然称谓发生了变化 ,但是企业内部的组织机构、职能划分、运行方式等依然沿用着传统做法 ,已经严重不适应市场激烈竞争、灵活经营的需要。本文分析了通信企业组织机构设置中存在的问题 ,着重探讨了黑龙江省通信公司组织机构改革的设想。
After China’s accession to the WTO, the competition in the telecom market will become more intense and complex. How to improve the operational efficiency and decision-making efficiency of traditional telecom organizations and accelerate the reaction to the market? Although the names of telecom companies have been reorganized into state-owned companies by the management system in which government and enterprises are unified, the organizational structure, functions and operation modes of the enterprises still follow the traditional practices and have become seriously unsuited to fierce competition in the market and flexible management Need. This article analyzes the problems existing in the organizational setup of communication enterprises, and focuses on the tentative plan for the reform of the organizational structure of communication companies in Heilongjiang Province.
