实施西部大开发，加快中西部地区的发展，是党中央总揽全局，面对新世纪作出的重大战略决策和部署。 西部地区１２个省（市、区），拥有土地面积６８０万平方公里，占全国国土面积的７０％，在我国的农业和农村 经济发展中占有重要战略作用。为了加快西部地区农业和农村经济的发展， ２００１年 ３月２１日－２２日农 业部在青海省西宁市主持召开了“西部节水农业工作会议，西部地区２２个省（市、区）的农业部门的领导和 专家汇聚一堂，共讨西部节水农业发展大计，现将部分领导和专家学者的发言摘登如下，以飨读者。
