“侦查程序”是刑事侦查学的重要组成部分,但长期以来,刑事侦查学教学普遍存在着重策略轻程序的倾向,这对强化侦查行为的规范化,加强公安刑侦工作的法制建设,培养合格的公安刑侦人才是非常不利的。因此,充分认识侦查程序教学的重要性,重新调整刑事侦查学内容结构,建立侦查程序教学模拟训练系统很有必要。
