建国60年来,我国民办学前教育事业大致沿着公私并举——取消私立园——社会力量办园的过程发展。立足于当前的时代背景,我国迫切需要解决民办学前教育机构与公办学前教育机构在获得资源等方面的不公正问题,明确民办学前教育的根本职能是推动教育体制的多样化,以把握民办学前教育的正确发展方向,促进学前教育整体质量的提升。
