On September 29, 2005, the State Council, on order of Premier Wen Jiabao, published the Regulations Conceing Preventionand Treatment of HIV/AIDS (hereinafter referred to as the Regulations for short),which became valid for implementation on March 1, 2006.The Regulations has 64 articles in seven chapters, namely,General Principles, Publicity and Mass Education, Prevention and Control,Treatment and Help, Measures of Guarantee, Legal Liabilities and Supplementary Articles.The responsibilities for control and treatment of the deadly epidemic are explicitly assigned to govements at various levels under the Regulations,along with the rights and obligations of HIV/AIDS victims and their families.Dr.Wiwat Rojanapithayako, head of the AIDS and STD Group of the China Office of the World Health Organization (WHO), spoke highly of the Regulations.He noted that publication of the Regulations indicated a full recognition of the Chinese Govement of the importance and urgency of HIV/AIDS prevention and treatment and highlighted a full comitment on its part in this regard.Joel Rehnstrom, head of the China Office of the United Nations AIDS Program,described the Regulations as a part of the Chinese Govement strategy for HIV/AIDS prevention and control, testifying to the fact that the Chinese Govement had attached still greater importance to the endeavor.
