On July 21, 2012, with heavy rainfall, Beijing suffered the most violent heavy rainfall in meteorological records in 61 years. The city’s average rainfall was 170 millimeters. For Beijing, a long-arid and seriously water-scarce country, it is a rainy day. However, this timely rain can not fundamentally solve the water crisis in Beijing. Although Beijing residents know that Beijing is facing a water crisis, they have not experienced a large-scale stoppage because Beijing has tried its best to continuously solve the “water crisis” from the outside in order to solve the water crisis one after another.
