分析河南省国有大型煤炭企业人力资源管理(HRM)现状,提出人力资源管理改革的建议:建立“储”“用”相结合的用人机制,构建以市场价值为参照的薪酬体系,建立以煤炭远景规划为目标的人才潜能开发计划,实行动态考核机制。目的是从根本上体现重视人才、使用人才、留住人才,遏制“格雷欣法则”,改变长期困扰在煤炭行业中人才短缺问题,使河南省国有大型煤炭企业在新一轮高速发展中有充足的人才储备。
This paper analyzes the status quo of human resource management (HRM) in large state-owned coal enterprises in Henan Province and puts forward suggestions on human resources management reform: establishing a “employment” mechanism combining “storage” and “use”, building a salary system based on market value, Planning for the development of potential talent development plan, the implementation of dynamic assessment mechanism. The purpose is to fundamentally reflect the emphasis on talent, use of personnel, retain talent, curb the “Greshen rule” to change the long-troubling talent shortage in the coal industry so that the state-owned large coal enterprises in Henan Province in the new round of rapid development have sufficient Talent pool
