Applying the Multi-Criteria Decision Making (MCDM) approach to the pre-design phase of biomass refining process selection can eliminate less competitive processes. Decision-making bodies require that a series of indicators of evaluation of biomass refining processes be implemented in the pulp and paper plant by order of importance. This paper uses a decision-making body composed of three different expert groups and compares and evaluates the conclusions of the various decision-making bodies. Two of the decision-making body’s panelists have similar scientific research background in biomass refining, from the government and research institutes respectively; the third panel of decision-making bodies is made up of policymakers in the pulp and paper industry. Generally speaking, the decision-making conclusions of the three decision-making bodies should be consistent, especially for two biomass refining expert groups; however, the differences with the conclusion drawn by the expert group of industrial decision-makers should still be given attention. There are eight evaluation indicators, and three of the experts have different opinions. The differences are caused by the expected differences between the industry policy makers and the biomass refining expert group. For example, considering the importance of short-term prospects for refining technology, biomass refining experts consider ROI to be more important than technical information. In contrast, industry policy makers believe that specific technical information should be judged and adjusted based on performance assessments that may be future-proof technologies, and differences in standards also include differences in understanding of different standards. This paper illustrates how to systematically estimate biomass refining processes and products. In the early design stage, by using process data and other estimation information, simple evaluation criteria can be used to clearly identify the different decision makers in the decision-making body Differences between perspectives.
