“代表最广大人民群众根本利益”的思想，为在总结国内外政治实践的基础上，深入研究和阐发当代中国政治的主题问题提供了新视角。政治的实质，是处理不同利益之间的关系；当代中国政治的主题，是旗帜鲜明地维护人民群众的根本利益，政治发展的基本任务，是通过改革正确处理阶级阶层关系与其它重要的社会利益关系和加强民主法制建设；这一主题在国家对外职能中的体现，就是旗帜鲜明地维护民族利益。中国的最高利益之一就是稳定。同时，逐步实现政治和经济的适当分开，切实转变政府职能，是中国在政治生活方面的又一战略性转变，符合国家的长远和根本利益。
