我国处在社会主义初级阶段,发展卫生防疫事业,除主要靠国家投资外,还要靠各级卫生防疫部门积极开展有偿服务,增加计划外收入,以补充国家所拨经费的不足。因此,放宽政策,实行有偿服务,组织合理收费,是现阶段加快卫生事业建设的客观需要。近几年来,各地卫生防疫站,在这方面取得了显著成绩。营口市卫生防疫站从1987~1989年有偿服务创收逐年增加,3年分别创收为20万、38万和50万,与国家事业费拨款之比分别为0.5:1、1:1和1.5:1。有偿服务的50%收入用于发展卫生事业,其余部分用于集体福利和职工劳务补贴。创收来源主要是业务性收入,如体检、食品、公共场所卫生许可证发放、食品、饮料、上下水卫生标准检测、消毒、杀虫、灭鼠等服务项目。过去由于国家拨款给
