在世界各类区域集团中,欧盟则是最早开始着手消除政府采购障碍的区域经济组织。它的有关政府采购的制度体系及措施得到欧盟以外的许多发达国家的重视,世界贸易组织在制定有关协议时也大量地借鉴了其经验、法律制度及组织协调办法。 一、欧盟对建立政府采购制度的共识 各成员国认为开放政府采购市场将带来直接和间接利益: 1.通过竞争,降低政府采购的成本 据欧共体估计,如果欧共体12国全部执行了开放的政府采购制度,可以节省采购成本120亿英镑。 2.降低税赋,刺激经济
