以“成都事件”为由,南京国民政府外交部长张群与日本驻华大使川樾茂于1936年9-12月进行了一场旷日持久的国交调整谈判。译者现从《日本外交文书》中选译若干相关电文①,主要内容有日本政府对此次交涉的训令、须麿弥吉郎与张群的前期会谈以及蒋介石与川樾会谈等,从中可看出国民政府的对日政策不仅有所转变,且日益强硬。本组史料可与1988年第2期本刊刊出的《有关张群出任南京国民政府外交部长期间中日交涉的一组史料》互为补充,期于抗战前中日关系之研究有所裨助。
On the grounds of “Chengdu Incident,” Zhang Qun, Foreign Minister of the Nanjing National Government, and Chuan Mao-mao, the Japanese ambassador to China, held a protracted negotiations on the settlement of national exchanges in September-December 1936. The translator now selects and translates a number of related messages from the “Japanese Diplomatic Instruments.” The main contents include the Japanese government’s instructions on the negotiation, the preliminary talks between Miyazaki and Zhang Qun and the talks between Chiang Kai-shek and Kawabata. The Kuomintang government’s policy toward Japan has not only changed, but has also become tougher. The historical data of this group can be complemented by “a group of historical materials on the negotiation between China and Japan during the foreign affairs of the Nanjing National Government” published by the 2nd issue of 1988 in the periodicals published in this magazine, which will be helpful for the study of Sino-Japanese relations before the war of resistance against Japan help.
