从2008年1月份我国南方地区的特大暴风雪到“5.12”汶川8级地震,给人民的财产和生活都造成了巨大的损失。巨灾过后,如何帮助灾区重建和将损失减少到最小的程度,成为整个社会都非常关心和引起探讨的问题。政府、保险公司、个人在这些突如其来的特大灾难中读应该发挥各自的力量,因此建立科学有效的巨灾风险管理制度便成为当今中国的当务之急。本文正是在了解巨灾风险的特点之上,借鉴国外的先进经验,论证了在我国建立完整有效的巨灾风险管理机制的可行性,并提出了一些设想。
From the January 2008 snowstorm in southern China to the “5.12” Wenchuan M8 earthquake, which caused tremendous losses to the people’s property and life. After the catastrophe, how to help the disaster area to rebuild and to minimize the damage has become a problem that the whole society cares very much about and arouses discussion. Governments, insurance companies and individuals should play their respective roles in these unexpected catastrophes. Therefore, establishing a scientific and effective catastrophe risk management system has become a top priority in China today. Based on the characteristics of catastrophic risk, this paper draws lessons from the advanced experience of foreign countries, demonstrates the feasibility of establishing a complete and effective catastrophe risk management mechanism in our country and puts forward some tentative ideas.
