常言说,一年之计在于春,一日之计在于晨。这句话的意思是讲在春天作好一年的计划,在早晨作好一日的计划,都是很重要的。还有一句俗语,说“万事开头难”。如果我们进一步追问,难在何处?为什么开头难?恐怕答案还在于作计划方面。人的活动有一个最明显的特点,就是他的计划性。这个特点在一首歌的歌词中是这么说的:想好了你再做。一个农民年复一年劳作在田间,春种秋收周而复始,似乎相当简单。但每年春天他都要很费心思地去想,今年种什么?什么时候种?自己种还是雇人种?能收入多少?需要投入多少?买什么种子?这一连串的问题,他都要考虑周到了,然后,他才能去行动。这一连串的思考,就是作计划。计划是管理的职能之一。
