湖南省經过去年长期干旱的袭击,广大人民更加迫切要求搞好水利建設。各地在去年秋收各种基本結束后,立即投入了冬修水利活动。据12月中旬統計,全省参加冬修的人数达114万,比1962年同期增加75％;开工的工程19.1万余处,已竣工9.5万余处,分別比1962年同期多1.3倍和2.5倍;已完成土石方1,854万立方米,比1962年同期多1.8倍。
