大连石化公司2×10000m3酸性水罐系统是三催化污水汽提装置的原料水罐,在实际运行中存在8方面安全隐患:专业化管理程度不足;进水管线设计存在缺陷,在液位低于进水口时容易造成超压;出水油含量长期超标;废油罐是常压的储罐,不满足酸性水罐轻质油的储存安全要求;油水分离器排污水、反冲洗排水、采样水含硫化氢,直接排至下水系统存在安全风险;水封罐排水携带尾气进入污水场明沟,存在安全风险;水封罐无负压保护设计;酸性水罐间断撇油、送油方式不能保证及时收油,上罐操作风险较大。针对上述隐患,建议对酸性水罐进行异地重建改造,对进水流程、撇油方式、水封罐安全保护、水封排水去向、尾气去向、废油罐密闭以及各种排污水去向重新设计,结合三催化装置的工艺流程进行一体化考虑,彻底解决由于距离装置区过远而造成的无法依托的问题;新建酸性水罐建设选址应紧邻三催化装置,进行一体化设计、一体化管理,彻底解决管理不畅、专业不畅的问题。
