如何使民兵应急分队成为应付突发事件、维护社会稳定、完成急难险重任务的“拳头”力量,我认为当前应把握好以下三个问题: 一、组建应急分队应切合实际,合理布局。一些地方组建民兵应急分队不注重切合实际,在组建规模、范围和员额配备上与实际需要发生了偏差,布局也不够合理,对象不相称。如:有的县级应急分队散布在离县城几十公里的乡村;有的应急分队则全部编在农村,队员长期外出务工,遇有情况,召之不能来;有的又全部在企业组建,抽用难度大;队员成份上,有的编有学生、个体户、待业青年、建筑临工;规模上
