所谓医联体,就是将同一个区域内的医疗资源整合在一起,由一所三级医院联合若干所二级医院或社区卫生服务中心组成,目的是引导患者分层次就医,而非大病小病都全往三级医院跑。制度设计的初衷是想改变三级医院人满为患、患者就医艰难且部分高端医疗资源浪费,而基层社区医疗机构却“无人可治”的尴尬局面。可以试想,推行医联体后,中国医疗卫生领域将会形成金字塔式的就医格局,群众能够分层诊疗,轻微病、常见病、慢性病患者分散在一二级医疗机构,三级医院居于医疗体系的顶端,
