清乾隆年间,官场上流行“议罪罚款”制度,说白了,就是官员犯了错,上缴一笔“议罪银”便可免罪。《钦定吏部处分则例》卷四十八明载:“官员承问引律不当,将应拟‘斩’、‘绞’人犯错拟‘凌迟’,及应拟‘监侯处决’人犯错拟‘立决’者,承审官降一级调用,审转官降一级留任,臬司罚俸一年,督抚罚俸六个月。”
In the Qing Emperor Qianlong years, the officialdom prevailed and the system of “convicting and punishing fines” put it plainly that officials were guilty of wrongdoing and turned in a “guilty plea for guilty” to be guilty of an offense. The Order of the Officials’ Department of Discipline, Volume 48, states: “Officials asked for improper introduction of the law, and should be cut, those who made mistakes should be delayed, and those who should be sentenced to execution should be guilty of wrongdoing ’Determined’ who, as the judge lowered a call, the trial rotation down to stay in office, the Secretary for one year in fines and penalties, governors pensions for six months. ”
