妇女参政是推动政治体制改革和发展社会主义民主政治的内在要求。胡锦涛总书记在十七大报告中指出,要重视培养选拔女干部。但是,我国改革开放尤其是1988年广泛实行村组差额选举以来,妇女在村级治理结构中的政治参与水平却不断下降并持续走低。祖德·豪厄尔教授的分析表明,社会实践、经济结构、制度规范、制度程序及政治文化,都对中国妇女的政治参与带来了不利的影响。
The participation of women in politics is an inherent requirement to promote the reform of the political system and the development of socialist democracy. General Secretary Hu Jintao pointed out in the report of the 17th National Congress that we must attach importance to training and selecting female cadres. However, since the reform and opening up of our country, especially since the widespread implementation of the village-group election in 1988, the level of political participation of women in the village-level governance structure has been declining and continuously declining. Professor Zude Howell’s analysis shows that social practices, economic structure, institutional norms, institutional procedures and political culture all have an adverse impact on Chinese women’s political participation.
