城市文化是城市发展和社会主义经济发展的产物,是我国现代文化的重要组成部分,它是城市发展过程中相关文化的积累和总和。城市文化为内涵的特色规划是通过城市文化的定位和城市文化的规划要素实现的,其中城市文化的定位要考虑到地域背景的定位、地域历史延续性、城市文化综合性、城市文化整体性和城市文化独特性;城市文化的规划要素主要有山水关系与城市格局、城市内部空间、城市符号表征和城市非物质活动,只有做好城市文化的定位工作和了解城市文化的规划要素,才能实现城市文化为内涵的特色小镇规划。
