1994年,建设部、国务院房改领导小组、财政部联合发布的《城镇经济适用住房建设管理办法》指出,经济适用住房是以中低收入家庭、住房困难户为供应对象,并按国家住宅建设标准(不含别墅、高级公寓、外销住宅)建设的普通住宅。经济适用房以微利价出售,只售不租。其成本价由征地拆迁费、勘察设计费、配套费、建安费、管理费、贷款利息、5%以内的利润七项因素构成。出售经济适用房实行政府指导价,其售价由市、县人民政府根据以上几项因素综合确定,并定期公布,不得擅自提价销售。不难看出,国家为照顾中低收入居民购房而实施了优惠措施,
