高新技术企业进行产权制度创新是企业实现跨越式发展和高效率运营的制度条件和基础,是激励企业人力资本和增强企业竞争力的制度保障。产权制度创新的内容主要包括:明晰企业初始产权,界定企业增量资产产权,确定合理的企业产权结构,以及建立开放型、多元化的企业产权。为此,我国高新技术企业产权制度创新的思路是:实行结构性年薪制、实施股票期权制度、推行职工持股计划、以及试行可转化薪酬制度。
The innovation of property rights system for high-tech enterprises is the institutional condition and basis for the enterprises to achieve leapfrog development and high-efficiency operation, and is the institutional guarantee to stimulate the human capital of enterprises and enhance their competitiveness. Property system innovation mainly includes: clarifying the initial property rights of enterprises, defining the property rights of incremental assets of enterprises, determining the reasonable property rights structure of enterprises, and establishing the open and diversified property rights of enterprises. To this end, the idea of innovation in property rights system of high-tech enterprises in our country is to implement a structured annual salary system, implement the stock option system, implement the employee stock ownership plan, and try out the system of convertible remuneration.
