我们哈尔滨冷轧带钢厂是个中型钢材加工企业。1984年开始试行厂长负责制,继而,又实行了厂长任期目标责任制。实行厂长负责制,对于厂长来说,最重要的问题是,如何广开言路,把厂长的决策建立在集体智慧的基础上,提高厂长决策的科学性和权威性。为此,我厂设立了厂长智囊会和厂长参事会(简称“两会”)。厂长智囊会由总工程师和总会计师、厂办公室和企业管理办公室主任、计划科和财务科科长以及3名符合条件的中层干部组成。他们的任务是在厂长决策前,对厂长提出的问题和初步设想进行系统分析,找出多种方案,评价比较,论证其可行性。论证的过程,也就是献计献策的过程。厂长智囊会议定的最佳方案由厂长带到厂长办公会、厂务会上去商定,重大问题提交党委和职代会讨论,进行总体权衡,最后决策。然后,再由各位厂级领导干部分头贯彻执行。厂长智囊会属于参谋性质,没有决策权;不是单独设立的机构,成员都是兼职的。
Our Harbin cold-rolled strip plant is a medium-sized steel processing company. In 1984, the director’s responsibility system was tried out, and then the factory director’s term responsibility system was implemented. To implement the director responsibility system, the most important issue for the factory manager is how to open up his speech, establish the director’s decision on the basis of collective wisdom, and improve the scientific and authoritative decision-making of the director. To this end, our factory set up a director of think tanks and director of counselors (referred to as “two sessions”). The director’s think tank will consist of the chief engineer and the chief accountant, the director of the factory office and business management office, the chief of the planning and finance department, and three qualified middle-level cadres. Their task is to conduct a systematic analysis of the issues and preliminary assumptions proposed by the director before the director’s decision-making, find out a variety of programs, evaluate and compare, and demonstrate its feasibility. The process of argumentation is the process of offering advice and suggestions. The best plan decided by the director think tank meeting was taken by the factory director to the factory manager’s office meeting and factory management meeting. The major issues were submitted to the party committee and the Staff Representative Conference for discussion, and the overall balance was taken and the final decision was made. Then, the leaders at the factory level will carry out the implementation. The director’s think tank is staffed and has no decision-making power; it is not a separately established institution and members are part-time.
