中国电信行业完成重组,三足鼎立的竞争态势业已形成,3G业务也已正式推向市场,但是中国联通公司在电信市场竞争中处于弱势的地位并没有改变,经营业绩没有明显好转。这中间有诸多显而易见的原因,如融合的阵痛还未消除、3G业务发展要形成规模还有待时日等。这些问题可以在长期的发展中逐步解决,但制约联通网络建设的900M频率资源不足问题却是无法逾越的障碍。下面以河南联通为例,提出具体的解决方案。
