学习型社会创建过程中政府、企业、社区(社会)三者之间存在一种互动关系。企业制度环境、城市发展环境的改变、社会学习氛围的营造与政府的推进力度、组织能力正相关。政府的推进输入,由于其着眼点、组织形式、突破口选择、政策措施的不同而产生不同的创建模式。目前,在全国的创建活动中,以常州的领导推动型、北京朝阳区的整体联动型和大连的战略带动型三大模式具有较强的代表意义。
There is an interaction between government, enterprises and community (society) in the process of learning society. The institutional environment of enterprises, the change of urban development environment and the creation of a social learning atmosphere are positively related to the promotion of the government and the organizational ability. The government input, due to its focus, organizational form, the choice of a breakthrough, different policy measures and create a different mode of creation. At present, the three major models of overall linkage with Beijing’s Chaoyang District and Dalian’s strategy-driven model are well represented by the leadership-driven model of Changzhou in the nationwide creation activities.
