根据中央关于严控机构编制、优化盘活资源的政策要求,湖南省以协同推进文化体制改革为契机,做好相关机构编制调整工作,探索出一条依托专项改革挖潜创新的有效路径,为“文化湘军”提供机构编制资源保障。改革启动之初,湖南省文化事业单位多,门类齐全,基本形成了体系较为完备、门类较为齐全的文化事业机构格局。但随着经济社会发展,文化事业单位“老、小、多、弱”等问题日益突出,创新能力和供给水平难以满足人民群众的需求,改革已是大势所趋。
