在人类历史上,随着殖民征服与支配行动的展开,软实力就在影响和控制“他者”上彰显出威势。而软实力当代常态性的出现,即作为民族国家对外战略的一种资源,则是较为晚近的事情。近些年,不仅学界穷力捕捉“软实力”的学理性,而且国家也力图使“软实力”在国家内外关系中发挥“硬实力”难有的补充效应。对南非来说,自独立始,就以极大的主权优势展开了前所未有的软实力建设行动。总体上看,软实力正在以表征南非社会普遍共识的模式,使南非在远离曾被边缘化的国际地位上产生着重要影响。南非将“软实力”转换为国家战略的重要资源,对中国当前和今后的发展有着深刻的启示。
In the history of mankind, with the commencement of colonial conquest and dominance, soft power shows its influence on the “others” and the “others.” The emergence of the contemporary normalcy of soft power, that is, as a kind of resource for the foreign strategy of the nation state, is a relatively recent matter. In recent years, not only academic power has captured the academic rationality of “soft power,” but the state has also sought to make the “soft power” play a complementary role that “hard power” is difficult to achieve within the country’s internal and external relations. As far as South Africa is concerned, starting from independence, it has launched an unprecedented soft power building operation with a great sovereignty advantage. In general, soft power is being modeled on the general consensus in South African society that has made South Africa a significant influence away from its marginalized international status. South Africa has transformed its “soft power” into an important resource for its national strategy and has profound implications for China’s current and future development.
