在竞争性领域,随着国有企业股权多元化的脚步不断加快,执政意志将会越来越多地服从于资本意志长期以来,对国有企业的管理,“管人”是最关键的一环。中国古人都知道“控权先控人”的道理,更何况是经过长期斗争历练的今人。所以,在国有资产三级管理体制确立之后,各级党组织、政府及其资产管理部门,都把干部的任用权力紧紧地抓在自己的手里。在很多省市级的重要国有企业里面,主要干部的任命都是省市党委常委会上要讨论通过的内容,组织部门在事前事后要履行各种程序,而政府或其国有资产管理部门恐怕只是名义上的任命者。
