孕育10年的中国高铁梦想就要变为现实了。据铁道部公布,中国政府将投资1500亿元修建京沪高速铁路。届时北京到上海只需5小时车程,从而实现京津唐和长三角两大经济区之间的客货无障碍运输。并且由于采用以自有技术为主的战略,给中国本土地铁路企业带来了更多的机会。这几年中国经济高速发展,重大项目一个接一个地成功建设并运行,确实令人振奋,令人欢欣鼓舞。然而欣喜之余,心头仍然飘过一丝忧虑一政府投资。中国经济的高速增长得益于近三十年来持续不断的经济体制改革。改革的基本思路就是摒弃计划经济体制,培育市场经济环境。让市场的参与者平等地进行竞争,而国有经营性资产逐步退出竞争性领域。使人难以理解的是,一方面大量国有经营性资产在艰难地退出,“关、停、并、转”造成大量社会经济问题。另一方面政府投资的经营性项目又在大规模地增加投入。大家耳熟能详的三峡工程、青藏铁路、南水北调,如今又增加一个高速铁路。
The 10 years of China’s high-speed rail dream will become a reality. According to the Ministry of Railways, the Chinese government will invest 150 billion yuan to build the Beijing-Shanghai high-speed railway. By then, Beijing will take only 5 hours to reach Shanghai by car, so as to realize the barrier-free transport of goods between the two major economic zones of Beijing, Tianjin and the Yangtze River Delta. And due to its own technology-based strategy, the local railway companies in China have brought more opportunities. The rapid economic development in China in recent years and the successful construction and operation of major projects one after another are truly inspiring and encouraging. However, while overjoyed, my heart still drifts through the worry of a government investment. The rapid growth of China’s economy has benefited from the sustained economic restructuring in the past 30 years. The basic idea of reform is to abandon the planned economic system and foster a market economy. The participants in the market compete on an equal footing while the state-owned operating assets gradually withdraw from the competitive field. Difficult to understand, on the one hand, a large number of state-owned operating assets are struggling to withdraw and “shutting down, turning over and turning over” cause a great deal of social and economic problems. On the other hand, the operational projects invested by the government are increasing their investment on a large scale. Everyone familiar with the Three Gorges Project, Qinghai-Tibet Railway, South-North Water Diversion, and now add a high-speed railway.
