2009年9月12日,备受关注的美国对华轮胎特保案得出终裁结果。美国总统奥巴马宣布对从中国进口的所有小轿车和轻型卡车轮胎实施惩罚性关税,就是说在原有关税的基础上,在今后三年分别加增35%、30%和25%的附加关税,相关的制裁措施将在9月26号正式生效。结合国际社会目前面临的经济危机,这一措施的出台,不禁让人想到了上世纪三十年代经济危机时西方国家的关税大战,正因为其敏感的背景,所以它一出台就成为国际社会的关注焦点。虽然这比美国国际贸易委员会先前提出的税率有所减轻,但它对中国轮胎制造出口企业来说,仍然是难以接受的重税,同时对中美贸易和国际贸易而言也有着不可估量的反作用。
On September 12, 2009, the U.S. special safeguard on tire sales to China came to a final ruling.
