中共“十八大”报告提出“必须深化收入分配制度改革”。从我国现状和知识经济发展的趋势看,无论是体力劳动者还是脑力劳动者,都存在偏低的劳动报酬问题,这是我国收入分配差距扩大的主要症结。以马克思主义劳动价值论作为理论依据探讨当前劳动者收入分配问题,我们既须坚持马克思主义劳动价值论,又要深化与发展马克思主义劳动价值论,认清知识劳动是劳动形式的新形态,重视知识劳动在创造价值中的重大作用,重视无形资产;既要增强提高劳动者收入分配的紧迫感,采取有效措施纠正“强资本、弱劳动”偏向,实现劳动报酬增长和生产率提高同步,又应明白马克思主义的按劳分配原则是按照必要劳动创造的价值部分分配,并非劳动创造的全部价值分配。并且,解决劳动者收入偏低问题,应有步骤地推进,不可操之过急。

Judging from the current situation in our country and the trend of the development of knowledge economy, both the manual workers and the mental workers have low labor remuneration, which is the main crux of the widening income distribution gap in our country. Based on the Marxist labor theory of value as a theoretical basis to explore the current income distribution of laborers, we must not only adhere to the Marxist labor theory of value, but also deepen and develop the Marxist labor theory of value, recognizing that knowledge labor is a new form of labor, Knowledge labor plays an important role in value creation and attaches importance to intangible assets. It is necessary to enhance the sense of urgency to increase the income distribution of workers and take effective measures to correct the bias of “strong capital and weak labor” so as to synchronize the growth of labor remuneration with the improvement of productivity, We should also understand that Marxism’s principle of distribution according to work is part of the distribution of values created in accordance with the necessary labor and not the full distribution of value created by labor. And, to solve the problem of low income of laborers, we should advance step by step.
