社会实践的需要从来都是推动法律发展进步的根本动力。二十多年来,中国的环境法基本原则有了很大的发展,但是仍然存在一些明显的缺陷。目前,我国正实施西部大开发战略,由于西部生态环境的脆弱性及其在全国生态环境中的重要性,西部开发活动中的环保工作就显得相当重要和艰巨,这就对中国环境法基本原则的发展和完善带来了新的压力和动力。
The need of social practice has always been the fundamental driving force behind the development of law. Over the past two decades, China has made great progress in the basic principles of environmental law, but there are still some obvious shortcomings. At present, our country is implementing the strategy of developing the west part of our country. Due to the fragility of the ecological environment in the west and its importance in the national ecological environment, the environmental protection work in western development activities is quite important and arduous. The development and improvement brought new pressure and motivation.
