在史无前例的“文化大革命”中,他是一位基本上没有受到冲击的开国大将:不仅没有被拉出去批斗,没有因为中央军委的“一号命令”而强制离开北京,更没有被监禁或坐牢;而且还出席了“文革”期间几乎所有象征政治待遇的党代会、人代会、中央军委扩大会议,一直都是中央委员、国防部副部长;1967年4月更是增补为中央军委常委,和他同时增补的有刘伯承、徐向前、聂荣臻三人,粟裕不是元帅却进入军委常委,开我军之先河。这一现象在开国将帅中是极其罕见的。更难能可贵的是,他承担了许多具体的工作,并取得了重大成就。
