无论从纵向的立法历程来看,还是横向基于考核、表现目标、指定与干预维度上的分析,都可看出《让每个学生取得成功》乃是民主、共和两党在教育政策上的妥协产物,更是分权与集权、问责制度与发展改进、顶层设计与本土变革之间的博弈结果。由此,有必要重新厘定分权与集权二者之关系;推进基于高风险测试的问责制度向绩效责任与发展改进共存发展;在变革力量上,由政治家、教育专家的顶层设计向地方教育管理人员、教师的本土变革倾斜。
