The electromagnetic scattering mechanism of the ideal conductive fractal surface is discussed, and the Kirchhoff’s solution of electromagnetic scattering from the fractal surface is given. Finally, the relationship between energy angle distribution and surface fractal characteristics is obtained by calculating the scatter patterns under Kirchhoff constraints.
