监理公司向项目管理发展是必然趋势。现代化的项目管理贯穿于项目决策阶段、实施阶段和使用阶段,具体包括工程前期工作(如项目建议书、可行性研究评估、设计阶段审查等)、招标工作、造价咨询、设备监造、材料和设备采购、设计阶段和施工阶段监理、项目后评估以及业主顾问等内容。因此,应科学合理地测算监理成本,建立监理市场价格体系,按照“符合性、综合性、适用性、合理性、条件性”原则制定操作性强的监理费标准。
