作为建设领域的一种新型投融资模式,BT模式使得建设资金渠道更多元化,对推进城市大型基础设施建设起了很大的作用。近年来,在我国一些省市如南京市、深圳市等相继尝试推行BT模式,取得了一定的成绩和经验,政府相应政策文件也做了修改配合,各地政府也鼓励具备大型基础设施投融资能力的工程总承包企业参与BT模式项目。由于城市轨道交通项目本身往往投资数额巨大,涉及不同相关利益群体,在BT模式下如何进行有效的投资控制,对于政府部门、业主及BT方等都是需要关注的重中之重。本文以南京地铁机场线为例,探讨BT模式下的投资控制措施。
As a new mode of investment and financing in the construction field, the BT model makes diversified construction fund channels and plays a significant role in promoting the construction of large-scale urban infrastructure. As the urban rail transit projects themselves often involve huge amounts of investment and involve different stakeholders, how to effectively control the investment in the BT model is of paramount importance to the government departments, the owners and the BT side. This paper takes Nanjing Metro Airport Line as an example to discuss the investment control measures in BT mode.
