党的十八大报告指出，要“积极运筹和平时期军事力量运用，不断拓展和深化军事斗争准备，提高以打赢信息化条件下局部战争能力为核心的完成多样化军事任务能力”。面对这一新的要求，作为军队“指挥中枢”的司令机关，必须着眼形势任务变化，进一步加强和改进自身建设，不断提高组织指挥多样化军事行动能力。
