以增量费用法和经济外部性为理论基础,以严寒地区某高校既有建筑节能改造为例,以增量动态回收期、效益费用比作为经济技术指标,通过对严寒地区既有建筑各部位节能效益成本的分析,得出经济外部性是影响投资回收期的重要指标、外墙节能效益最低应努力提高其效益成本比、创新市场化的节能改造外部收益内部化模式是改变节能发展瓶颈关键等结论,为推广实施既有建筑节能改造工作提供参考.
Taking the incremental cost method and economic externality as the theoretical basis, taking the energy-saving retrofit of existing buildings in a cold region as an example, taking incremental dynamic recovery period and benefit-cost ratio as economic and technical indicators, The analysis of energy-saving benefit cost shows that the economic externalities are the important indexes that affect the payback period of investment. The external wall energy-saving benefit should be strongest to improve the benefit-cost ratio. The internalization mode of innovation-oriented external energy saving is the key to change the bottleneck of energy-saving development And other conclusions, to promote the implementation of existing buildings to provide reference for energy-saving renovation.
