水土保持是人类赖以生存和发展的伟大事业。对于地形破碎,水土流失比较严重、自然条件艰苦的庆阳来说,马莲河流域水土保持项目的实施,无疑为老区人民改善环境、脱贫致富拓展了广阔的前景。马莲河流域水土保持项目是中国黄土高原水土保持世行贷款项目的分项目,也是迄今为止国内建设规模和投资额最大的水土保持项目。项目区涉及庆阳地区的环县、庆阳、宁县、正宁、合水、西峰6个县(市)51个乡(镇)385个行政村50.8万人口。项目实施以来,庆阳地委、行署和区域内各县(市)都把综合治理、改善环境作为扶贫
Soil and water conservation is a great undertaking for human survival and development. For Qingyang, where the terrain is fragmented, its soil erosion is serious and its natural conditions are very harsh, the implementation of the water and soil conservation project in the Malian River Basin undoubtedly opens up a broad prospect for the people in the old areas to improve their environment and to get rid of poverty and prosperity. The Malian River Basin Soil and Water Conservation Project is a subproject of the World Bank Loan for Soil and Water Conservation in the Chinese Loess Plateau and the largest soil and water conservation project with the largest scale of construction and investment in the country to date. The project area involves 508,000 people in 385 administrative villages in 51 townships (towns) of Huanxian, Qingyang, Ningxian, Zhengning, Heishui and Xifeng in Qingyang. Since the implementation of the project, Qingyang prefectural and administrative commissions and all counties (cities) in the region have integrated governance and environmental improvement as poverty alleviation
