为了进一步加强和改善对工资总额的宏观管理,江门市今年对市区的市属全民所有制企业单位实行工资总额分层次宏观管理试点。试行工资总额分层次宏观管理的办法是,广东省对江门市控制上交税利同工资总额挂钩浮动的比例,确定为1∶0.7。即当年上交税利比核定的上交税利基数增长1%,当年发放的工资总额比核定的工资总额基数增长0.7%,不得超过。实行这个体制,不得影响现行省对市的财政递增包干体制。
In order to further strengthen and improve the macro-management of the total wage bill, Jiangmen City this year implemented a pilot macro-level management of the total wage bill for municipal-owned, wholly-owned enterprises in urban areas. The method of piloting the total amount of wages in a hierarchical macro-level management is that Guangdong Province controls the ratio of paying taxes and lending to the total wages of Jiangmen City in a floating manner and is determined as 1:0.7. That is, the amount of tax paid on the loan-to-tax basis was up 1% when paid in that year, and the total amount of wages paid during the year should be 0.7% more than the approved base of the total wage bill, which should not be exceeded. The implementation of this system shall not affect the existing system of increasing the number of provincial and municipal financial systems.
